Market overview
Venezuela's formal mortgage market remains very thin after years of hyperinflation, currency collapse and de facto dollarisation. Real estate is overwhelmingly transacted in US dollars, and most "mortgages" are private seller-financing or short-term USD facilities from Banco de Venezuela (state, largest by branches), BBVA Provincial, Banesco, Mercantil, Banco Nacional de Crédito (BNC), Banco del Caribe (Bancaribe) and Banco Exterior. The BCV policy rate is nominal in bolivares and irrelevant to most transactions; the Ley de Política Habitacional (FAOV / BANAVIH) program technically still mandates housing-fund mortgages but BsF/VES loan books were destroyed by 2017-2021 hyperinflation and only modest, partially-dollarised programs have re-emerged.

Capital gains form part of ISLR (impuesto sobre la renta) and are taxed at progressive rates for individuals. The Ley del Régimen Prestacional de Vivienda y Hábitat created BANAVIH and the FAOV (Fondo de Ahorro Obligatorio para la Vivienda), funded by mandatory employer-employee payroll contributions; FAOV historically financed Política Habitacional mortgages in bolivares, but the scheme's real-terms impact has collapsed with the currency.
