Market overview

Poland's mortgage market is led by PKO BP, Bank Pekao, mBank, Santander Bank Polska, and ING Bank Śląski. Most new mortgages are variable WIBOR/WIRON-linked, although the Komisja Nadzoru Finansowego is pushing for more 5-year fixed-rate originations. The 2023-launched Bezpieczny Kredyt 2% program subsidized first-time buyer rates and was credited with adding 12-15% to apartment prices in major cities.

Why 7.2% is the typical rate

7.2% reflects a typical 5-year fixed mortgage rate at 80% LTV in early 2026, after NBP cut its reference rate from 5.75% to 4.75% during 2025. Variable WIBOR-linked rates trade ~30 bps below this for prime borrowers.

Tax & regulatory notes

Poland has no mortgage interest tax deduction for new loans (the program was closed in 2007 and grandfathered loans phased out by 2027). PCC (tax on civil law transactions) of 2% applies to resale homes; new-build purchases from a developer pay 8% or 23% VAT (depending on property type). Property tax (podatek od nieruchomości) is modest — typically PLN 800-1,500/year per apartment.

❓ FAQ (Poland)

Common questions in Poland.

Bezpieczny Kredyt 2% — am I still eligible?
The original Bezpieczny Kredyt 2% scheme closed in January 2024 after PLN 28 billion in subsidized loans. A successor program (Mieszkanie na Start / Kredyt #naStart) was passed in late 2024 with stricter eligibility — income caps, family size adjustments, and subsidized rates of 0-1.5%. Eligibility runs through PKO BP and Bank Pekao primarily.
WIBOR vs WIRON — which will my mortgage use?
New variable-rate mortgages originated after January 2025 must reference WIRON (Warsaw Interbank Offered Rate), the post-LIBOR-style overnight benchmark that replaces WIBOR. Existing WIBOR-linked loans were converted to WIRON via a fallback during 2024-2026. Both benchmarks closely track the NBP reference rate.
Can foreigners buy property in Poland with a mortgage?
EU/EEA citizens can buy and borrow on the same terms as Poles. Non-EU buyers can buy apartments freely but need MSWiA (Ministry of Interior) permission for land or houses. Most Polish lenders will mortgage to non-residents only if they have Polish income and a 30-50% deposit.
