Market overview
Lao mortgage lending is concentrated in Banque Pour Le Commerce Exterieur Lao (BCEL), Lao Development Bank and Joint Development Bank, with Krungsri (Bank of Ayudhya) and ACLEDA active for cross-border baht-denominated lending. The Bank of the Lao PDR raised the policy rate to 8.5% in 2024 to combat kip depreciation, which has lost over 60% against USD since 2021. The market remains heavily USD/THB-dollarized for high-value transactions.

LAK rates of 11-13% reflect BOL's 8.5% policy rate plus a 250-450 bps spread to compensate for kip depreciation risk; USD-denominated loans are cheaper at 7-9% but limit borrower pool.
Tax & regulatory notes
Foreigners cannot own land in Laos under the 2019 Land Law (No. 70/NA), only long-term leases up to 30 years renewable. Registration fees run 1% of declared value plus 0.5% stamp duty under Decree 50/PM. BOL Regulation 03/BOL governs prudential mortgage lending and caps LTV at 70% for residential property.
