Market overview
Angola's mortgage market is led by Banco Angolano de Investimentos (BAI), Banco BIC, Banco de Fomento Angola (BFA), Banco Económico and Banco Millennium Atlantico, with state-owned Banco de Poupança e Crédito (BPC) historically the largest by branch network. The Banco Nacional de Angola (BNA) held its BNA Rate at 19.50% through early 2026 to defend the kwanza after several years of sharp depreciation against the dollar. Luanda — Talatona, Miramar, Ilha — dominates demand, although oil-revenue volatility means primary residential activity remains highly cyclical with Brent prices.

Tax & regulatory notes
Property transfers attract SISA tax at 2% under the Código do SISA and a 0.3% stamp duty under the Código do Imposto do Selo. The Lei de Terras (Law 9/04) reserves land ownership to the State but provides for transferable surface rights and concessions of up to 60 years renewable. The Programa Nacional de Urbanismo e Habitação and BPC's Crédito Habitação Própria provide subsidised lending for first-time buyers in approved developments such as Kilamba, Zango and Cidade do KK.
